Do I Need a Smog Check for an Out-of-State Vehicle?
Yes. If you are registering a vehicle in California that was previously registered in another state, you must pass a California smog check before the DMV will issue California plates and registration. This applies regardless of whether the vehicle recently passed an emissions test in its previous state — California has its own testing standards.
How Is an Out-of-State Smog Check Different?
The test itself is the same OBD-II or tailpipe inspection used for all California smog checks. However, out-of-state vehicles sometimes face additional challenges:
- OBD-II monitors may not be ready — if the vehicle’s battery was disconnected during transport, the emissions monitors reset and need a full drive cycle to complete
- Different emissions equipment — some vehicles sold outside California lack the specific catalytic converters or EGR systems required by CARB standards
- Federal vs. California emissions — vehicles manufactured for non-California markets may have federal emissions equipment that does not meet CARB requirements
If your vehicle was originally manufactured to meet California emissions standards (check the emissions label under the hood), you should have no issues. Vehicles with federal-only emissions may face additional requirements from the DMV.
What Do I Need to Register an Out-of-State Vehicle?
- A passing California smog certificate (valid for 90 days)
- Out-of-state title or registration
- Completed REG 343 form (Application for Title or Registration)
- Valid California insurance
- Vehicle identification number (VIN) verification (REG 31 form)
- Payment for registration fees, use tax, and smog certificate transfer fee
